Conditions were attached by the Act and its rules to obtain a grant. Each state must have a highway safety program designed to reduce traffic accidents and deaths, injuries, and property damage. Further, states were to meet minimum requirements, one of which made the Governor responsible for the plan that was to be administered by a state agency with adequate powers and suitably equipped to conduct state and local programs. Montana administers a Highway Safety Plan (HSP) that provides at least ...40% of the funding to benefit local governments. Some ten-problem areas are addressed annually in the attempt to reduce traffic accidents and their consequences. Typically, these include countermeasures taken to eliminate alcohol's involvement in crashes, to protect drivers and occupants of motor vehicles, and to improve traffic records of state and local jurisdictions. Additional countermeasures include enhance police traffic services (particularly enforcement), support improvements in state and local emergency medical services, enhance motorcycle, bicycle, and pedestrian safety on the roadway, and improve federal and non- federal aided roadways throughout the state, and to plan and administer the program.
