O...n April 21, Secretary Hay accepted this proposal and promised to sign a covenant in accordance there with but on July 18, having changed his mind, proposed as an option $7, 000, 000 on final agre- ement and an annuity of $100, 000, or $10, 000, - 000 and an annuity of $10, 000 instead of arbi- tration. The Memorandum was published with other State papers by said Department.
