If the people of California remained inactive politically after the conclusion of the war with Mexico, this, he thought, implied that they continued the gov- ernment which they found in existence among them at the close of that war. Buchanan's s^enius for masterly inactivity was further to be displayed before he left public life, and this chapter of his political career reads like the concluding chapter ten years later.
