But their own economist, Mr. Mill, says that a rise gained by re- striction of numbers is partly at the expense of non-union workers.
If, therefore, we find these non-unionists getting a substantial rise, the inference is that they would h...ave got a still greater one if there had been no unions, and that, therefore, there has been a natural rise of wages all round independently of the unions. Steam, rail- ways, telegraphs, have enabled the accumulation of capital to outrun Digitized by VjOOQ IC u population during the past generation, and the competition of r punched capitalists for labourers' services has raised wages.
As to a limitation of the hours of labour by trades' union rules, \ I think such limitation most undesirable. There is no limitation of \ hours for those who are not wage-earners.
