Quesnay, a physician, attached to the court of Louis XV. In the course of this in- quiry he speedily discovered that the prevention of the exportation of corn to foreign countries, POLITICAL ECONOMY. 43 and the preference given by the regulations of Col- bert to the manufacturing and commercial classes over the agriculturists, had formed the most pow- erful obstacles to the progress and improvement of agriculture.
