In one respect such action by the city could better be considered from the point of view of social welfare activities, but as the failure to provide proper medi- cal care in the case of communicable diseases is certain to defeat in a measure the safeguards provided against the spread of such diseases, and as in any event the lack of proper medical treatment in the case of other diseases in- creases the amount of sickness in the community and raises the death rate, it is not illogical to treat of these matters also under the head of public health.
