Dissatisfied on its own part with the failure of the conference, from which it had expected more favourable results, the Porte issued a manifesto, contesting the right of the powers to interfere with its subjects and its internal administration (February 5).
Its remonstrances were met by a protocol, signed at London by the six European powers, asserting the necessity of reforms, and providing for mutual disarmament on certain conditions (March 31).
