This ag* gregate of powers, still superficially enumerated, was extendi under the new constitution to all cities and towns alike. As a result, under the laws of 1852 and 1857, cities of 3,000 were saddled with the same elaborate govemment as Indianapolis. How the Oeneral Assembly tried to avoid this has been shown.
