This sagacious policy, together with the advantages of natural situation, contributed to their phenomenal develop- ment. " They were republics only in appearance, however, for their government was a monopoly in the hands of an aristocracy of wealth. The Flemish municipalities resemble in this respect those of the empire. A class of wealthy cloth merchants (Poorters, Geslachteri) secures municipal self-government. This wealthy caste reserves to itself the exercise of power, and excludes the artisans — the weavers and fullers. These artisans organise themselves in gilds and attempt to break down the usurpa- tion of power in the hands of this wealthy oligarchy, while this oligarchy opposes a staunch resistance to the attempted invasion of its privileges.
