" The sheep industry must be protected ; efforts should be made to secure international bimetallism ; transportation should be regulated, and discrimination prohibited. A labor bureau is favored; the eight-hour law approved; imported contract labor should be prohibited ; civil ser- vice reform should be sustained. Forfeited land grants should be annulled; alien ownership prohibited; the navy should be increased ; of^ces in the Territories should be filled by bona fide residents; polygamy should be sup- pressed.
