The intermarriage with the Canaanites and Arab tribes also tended inevitably to weaken the tribal bond. As communities, often made up of alien elements, came to live together and in time developed into villages and cities, the town organization became the more important, and the family and tribal aflBnities were forgotten. The details of the regulation of the larger towns were in the hands of an oligarchy, — self-elected, or allowed to rule by common consent because of their superior ability, or as the representa- tives of the leading families. These were known as the " elders " of the town. The east-Jordan village of Succoth, which was one of moderate size, had seventy- seven such elders (Judges viii. 14). In keeping with the manners of the East, the organization was at the best exceedingly primitive.
