The orders for this purpose issued from the war office on the 17t^ of July, but did not reach General Winder until the 8tb of August, nor the governor of Pennsylvania until the 23d ; there was of course a total failure of that corpsr Despatches on which the safety of the capital might essentially depend, ought not to be trusted to the uncertainty and irregatarity of mails^ The ihilitia regulations of Pennsylvania were at this period in such a situation, that the orders could not have probably been complied with, had they been seasonably received ; but this fact ought to haVe been known, and the deficiency sup- plied from some other source.
