The most significant fact in regard to the church's missionary action at this period is to be found in the report of the committee hav- ing in charge the " consideration of changes in the mode of missionary operations." Its spirit inspired the whole church, and its plan reinvigorated its whole missionary activity. It was the outcome of chur...chmen of all schools, and was the unanimous expression of their settled convic- tions. It enunciated and enforced the proposition that " the church is the missionary society," and that " every Christian in the terms of his baptismal vow " is pledged to cooperate in preaching the gospel to every creature. The Board of Missions thus became the agent of the whole church in missionary work, and its two departments, foreign and domestic, were regarded only as what Dr. Tyng had de- clared them to be — departments of one great field.
