If I am a Republican and a Democrat is elected in my district, my vote has been in vain. This is unnecessary. Under Proportional Representation nearly every vote counts in electing a proportionate number of representatives from each minority party. Another objection to small districts (and districts electing a single member are the smallest possible) is that they lead to the election of small men. A man of ability and reputation will be reluctant to be the mere representative of the fifth ward,... but he would take a different view of his office if he were one of the representatives of a whole city. Proportional representation will produce broader men, and they will act upon broader principles. Moreover, the district system has led to the custom that the mem ber elected must reside within the district he represents. In some cases, indeed, this is required by law. The result is that the choice of available candidates is needlessly restricted. There is another reason why the present system is likely to lead to the choice of inferior men.
