This remained the law of the Church until 1832, when the ratio of delegation, which had been fixed at not less than one for every seven, made the Conference an unw'eldy body. He states, in his resignation, that when he took charge of the Con- cern, "in the spring of 1799, the whole amount of the clear capital and stock, including debts, and all manner of property, was not worth more than four thousand dollars.
