As an Englifhman I do homage to the virtue and wifdom of our anceftors for framing our fyftem of Government, but I contend, that either the luxury which pervades this Nation has perverted it, or our experience of its effects from the fec- tarifm of a Free State Ihews the neceflity of its improvement.
