(17301797. ) The three great statesmen of the latter part of the last century, while fully agreeing as to the theoretical excellence of the British Constitution, as settled by the Revolution of 1688, were equally conscious of the defects which had been imported into it by the undue influence of the crown and the corruption of public opinion. They differed as to the mode and time in which its refo...rm should be undertaken.
PITT. In his Notice of a Motion on the Present State of the Representation of the Commons of England, in May, 1782, Pitt prefaced his proposals by the assertion that " That beautiful form of govern- ment which had made us the envy and admiration of mankind, in which the people were entitled to hold so distinguished a share, was so far departed from its original purity, as that its representatives ceased, in a great degree, to be connected with the people. "* And he referred to his father, Lord Chatham, as having said, some years before, that " Without reform, this nation, with the best capacities for grandeur and happiness of any on the face of the earth, must be confounded in the mass of those whose liberties were lost in the corruption of the people.
