Garrison rightly regarded this as the first step towards emancipation, and, in fact, wherever the Society held its adherents most te- naciously, there the abolitionists encountered either the greatest apathy or the greatest resistance. One of the colonization strongholds was 'New Haven, and in September, 1831, a town meeting, called by the mayor and aldermen, with the support of all the leading citizens, excitedly pledged the city to resist any attempt to establish there a Manual-Labor College ...for colored youth, as had been contemplated by the Rev. S. S. Jocelj^n and Arthur Tappan, of course with Mr. Garrison's cordial approval. The project was not given over after the rebuff at Kew Haven, and it was resolved to send Mr. Garrison to England to raise additional funds for it. It was also desirable that, being there, he should head off Elliott Cresson, a Quaker emissary of the Colonization Society, engaged in raising money by misrepresenting the attitude of that body towards slavery.
