The office ceases on the 3d of February. The Mayor of York assumes the title of Lord in all writings or speaking to him, the same as that of London; this honour was bestowed on him by Richard II. The Judge of Assize sits on his right-hand in the courts of justice, himself keep- ing the chair ; neither does he drop the ensigns of his authority to any but the King himself, or the presumptive heir to the crown. In council he has a casting vote; and in a full senate, no law nor act can be made with...out his concurrence. On public occasions he is habited in a rich scarlet mantle, and a massy chain of gold hung over his shoulders. The Recorder is, by virtue of his office, a jus- tice of the peace. When in Court, he sits at the Lord Mayor's right-hand as an assistant to him and the bench. Besides the Recorder, there are two other Counsel assigned the Lord Mayor, called the City Council, who are also justices of the peace.
