" On the 27th June, three different propositions were submitted to the con- sideration of the house, in answer to the question sug- gested by the committee, which, after a debate, were all ultimately withdrawn ; when the house agreed to an instruction to the committee, " that the rule of this house relating to the vote, upon any question in the house, of a member having an interest in the matter upon which the vote is given, applies likewise to any vote of a member so interested, in a committee.
