Governments represented on the Governing Body should themselves nominate their own substitutes, and that these substitutes might be of another nationality than the Government which they represented. With regard to substitutes of members of the Employers' and Workers' Groups, it was proposed that six substitutes should be nominated for each of these Groups, and that the exp...enses of three substitutes in eacn Group should be borne by the International Labour Organisation. In making these proposals the Sub-Commission expressed the opinion that the moment was not opportune for a revision of Part XIII of the Treaty. It was there- fore suggested that any proposals requiring amendments to the Treaty should be referred to the Governing Body for examination. With the exception of the first two points (eight States and election procedure) the decisions of the Sub-Com- mission were not unanimous.
