...ment, the safer the constituent nations and the greater the probability that they may assent to the experiment. The burden then is on him who maintains the necessity of a par- ticular limitation of this sort to show that the success of the union would be jeopardized by the failure of the component States to surrender all right to exercise the given power. This should be the one and only test of the propriety of the limitation.
The reader must also remember that a mere grant of power to the international government does not 190 LIMITATIONS ON COMPONENT STATES 191 necessarily imply the exclusion of the component States from the exercise of the same power.
