On the written constitution was thus grafted an unwritten one which was the reflection of each of the two nationalities which the former was meant to assimilate. The germs of liberty deposited in the first caused the second to come to life, and the two pro- vinces emerged from the union regime Digitized by VjOOQIC — 35 — stronger, more energetic, more seasoned in political warfare and as distinct as ever after a trial of a quarter century.
