Freight cars and locomotives from one railroad were kept as long as theywere needed in the service of another. SHIPBUILDING. --Less than two weeks after the declaration of war theUnited States Shipping Board Emergency Fleet Corporation was organizedwith a capital of fifty million dollars all owned by the government.
