The administration of the Poor Law had undergone some relaxation a little while before Malthus wrote, for in 1782 Gilbert's Act had abolished the workhouse test of destitution, and the guardians were positively prohibited from sending to it any but the 'impotent, ' and in 1795 tne demoralising system of ' allowances ' in aid of wages had been introduced at a meeting of Berkshire magistrates at Speenhamland. This relaxation of the old stringency had apparently begun to produce some of those effe...cts which by 1834 had attained their climax. The first half of the century had been marked by a rise in wages, and by scarcely any increase in population. The domestic system of industry had combined with the unwillingness of landlords to build cottages on their estates, for fear that the occupants might establish a ' settlement, ' and eventually become chargeable upon the rates, to postpone the age at which a man would leave his father or master, and take a wife to keep house for himself. But the middle of the century had coincided with the com- mencement of a series of important inventions, which pro- duced a 'revolution ' in the character and methods of industry.
