The Senate assigned the departments to the magistrates after each election. Some of these provinciae were far more desirable than others. The new law wisely left the selection of 'consular' posts in the hands of the Senate, - but required it to be made in each year before the elections for next year were held, while it was still uncertain for whom the posts were being selected. The Senate was still able to leave a man in command as proconsul, by not assigning his province to a successor. Surely this moderate measure shews us the tribune at his very best : it was not mere playing to the mob, but a practical reform.
