After completing the Constitution and after adopting the motion concerning the first National Assembly of the republic, the Constitu- ent Assembly, in accordance with the Constitution, instituted a per- manent government consisting of seven members which took over the full civil and military authority in the territory of the Far East- ern Republic subject to the fundamental laws of the country.
