The Statute, or rather Ordinance, of Labourers (1349) which first deals comprehensively with this vagrancy, has nothing to do with the maintenance of the poor. It was called for by that restlessness of the ' valiant labourer ' which resulted from the scarcity of labour after the Black Death, and thus its object was to deal with the able-bodied vagrant by forbidding the bestowal of alms, fixing his wages, and preventing him from migrating.
