THE CONSTITUTIONAL CONVENTION OF 1787 The constitutional convention is distinctly an Ameri can institution, and the one which framed the present Constitution of the United States is by far the most im portant one which has ever been held in America. The pupil and teacher should study carefully the work of this Convention, and as far as possible enter into the spirit of its proceedings. I EVENTS LEADING TO THE CONVENTION Since the close of the Revolution, Washington, Ha...milton, and other leading statesmen of America, had been urging the necessity of establishing a cen tral government with powers sufficient for the con trol of all national affairs. As the general condition of the states became more and more unsettled and unsatisfactory, and property interests became en dangered, men of affairs everywhere were anxious for a strong, stable government. In order to revive the rapidly declining commerce of the states, due largely to the fact that each state levied a different rate of import duty, Virginia issued an invitation to a few of her sister states to send delegates to a convention to be held at Annapolis in February.
