§ 169. It will be observed that there are two classes of causes authorizing a removal. In one class of cases mentioned in the statute, a removal may be had without regard to the citizenship of parties, as where a suit of a civil nature at law or in equity- arises under the Constitution or laws of the Unit...ed States, or treaties made or which shall be made under their authority, or in which the United States shall be plaintiff or petitioner. In this class of cases the citizenship of the parties is not involved.
