When it fo happens, therefore, that the people eflablifh an hereditary government, whether monarchical, and confined to one particular family, or ariflocratical, and divided among a certain order of citizens, they do not enter thereby into any formal engagement ; they only give the adminiftration a provifional form, which remains legal till they think proper to change it.
