The other secretaryships will be divided into such bureaus as their branches may require, and each bureau will be subdivided into sections according to the nature and importance of the work it has to do. ART. VII. The secretary will inspect and supervise all the work of his secretary ship and will determine all questions with the president of the government. The secretaries may be present at the revolutionary congress, in order that they may make any motion in the name of the president or may be interpo lated publicly by any one of the representatives; but when the question which is the object of* the motion shall be put to vote, or after the interpolation is ended, they shall leave and shall not take part in the vote.
