M'cURTAN AND HILL, AS COUNSEL, IN GUAR- DIANSHIP AND ADMINISTRATION, BY THE PRINCIPAL CHIEF, AND PROVIDE COMPENSATION. Whereas, By the following provisions of the act of Congress, approved April 28, 1904, the Arkansas guardianship and administration law was extended and put in force in the Indian Territory: "All the laws of Arkansas, heretofore put in force in Indian Territory, are hereby continued and extended in their operation so as to embrace all persons and estates in said Territory, whether Indian, Freedman, or other- wise, and full and complete jurisdiction is hereby con- ferred on the District Courts in said Territory in the set- tlement of all estates of decedents, the guardianship of minors and incompetents, whether Indians, Freedman, or otherwise" ; and Whereas, Our people are unaccustomed to the pro- cedure in Federal Courts, and many of them are with- out the means necessary to protect their interests before said tribunals and Whereas, Unscrupulous parties, known as grafters, are taking advantage of the unfortunate condition of our people to defraud them of their property, and some- times of the landed interests itself, under guise of guardianship or administration, procured by misrepre- sentation; now therefore.
