In those days there was no President of the United States. Congress was both the legislative and the executive. In the summer of 1784 Congress took a recess for several months, and, in order that the country should not be with- out a government, appointed an executive committee of one from each State to continue in session and clothed with very considerable powers. Mr. Dana was selected as the one member of this committee from Massachusetts. Soon after this the power of the Continental Congress... became very weak, while the States individually became more powerful. The organization of each State govern- ment, and the settlement of peace and order through the courts, seemed to be the chief public work for that "critical period. " In 1785 Mr. Dana received an appointment to the Supreme Bench of Massachusetts. He decided it was his duty to accept it, and so he left his seat in Congress. In the next two years it became apparent to the whole country that some more powerful national government than the loosely formed Continental Congress under the Articles of Confederation was required, and in 1787 a conven- tion of delegates was established to meet in Philadelphia to frame a constitution for the United States.
