Then he followed with a series of arbitra- tion treaties in w^hich practically all the countries that took part in the first Hague Conference joined in agreement to submit their differences with the United States to The Hague Tribunal. These treaties failed of ratification by the Senate because of a purely internal question, but they furnished the basis of International assent upon which Mr. Hay's successors have been able to give effect to his pur- poses.
