In pursuit of such policy it is often desirable that (17) the loan of American capital to a foreign government be made. The Government measures its support of the enterprise for which the loan is made, not by the profits of our capitalists but by the broad national advantages to be expected. It is easy in such cases for the Department of State to secure conditions which will insure the benefit to this country, as, for example, if the loan be for public works in stipulations for the purchase of materials in the United States.
