The State department of public welfare may receive a child under 3 years of age by written surrender from its parents, such surrender to be equivalent to a com- mitment by court. 98 According to the Wisconsin statutes county homes for dependent children may consent, in place of parents, to the adoption of children surrendered to them by parents, and the State board of control may consent to adoption of children in the State public school, 99 but the supreme court of the State has held that the written consent of the State board of control or of any guardian is not a sufficient substitute for the written consent of the living natural parents where such consent is required, unless there has been an actual abandonment by such parents and a finding of such fact.
