Senator Daschle. I think you are right. I don't think anyone would argue for the Federal hand of regulators to be out there tell- ing these experiment stations what to do. I am worried about what Washington is doing. My concern is that there isn't any coordina- tion here in Washington.
Dr. Plowman. Well, there is. Let me just direct a question to Dr. Dutson that may help to explain that.

Dr. Plowman. ARS has a laboratory on his campus and that lab- oratory is part of a national Federal activity, but he takes some ownership to that because it contributes directly and is tightly inte- grated with his objectives in Oregon.
