The holder of this option was to induce the Canadian Govern- ment, in consideration of the sale of the stock, to (a) abandon seal- ing, to (l>) pass laws prohibiting British subjects and vessels from engaging in that pursuit, and to (c) bind the matter by treaty between Great Britain and the United States.
