There are three distinct modes employed there for the alienation of the government property of the colony: 1. Sale by public auction ; 2. Salo by instalments ; 3. Concession.

The concessions of 100 hectares (250 acres) were given by decree of the President of the Eepublic, with the recommendation of the minister of war and the consultative com- mittee of Algeria. Every concessionary, after a reasonable time, was bound to pay a fluctuating but perpetual rent to the state.
