That doctrine was originally a warning to certain European powers engaged in a reactionary effort to restore the authority of antiquated govern mental systems at home, and incidentally, to re store the authority of Spain over her revolted colo nies, against extending their " system " to the Western Hemisphere. England was not one of these countries, and indeed it was at her suggestion that the step was taken.
