In all, with the exception of those being issued to the S...tate of New York, and those now in course of construction for the United States army, the original plan of simple cartridge extraction and full-cock loading has been adhered to, not because a mode of cartridge ejection as well as of loading at half cock was inconsistent with the design of the arm, but in deference to the judgment of the accomplished professional experts who have superintended the con- duct of trials and the completion of the contract for foreign States, and to that of the best mechanics as well.
