While the American Government, ever since the Korean treaty of 1882, had steadily and consistently discouraged China in the belief that in case of a crisis in Korea the United States would support the contentions of China, Great Britain had consistently supported China's pretensions. On the day after the fall of Port Arthur, November 22, Charles Denby, American minister at Peking, was authorized by the ♦ AMERICAN GOOD OFFICES— SINO-JAPANESE WAR 501 Tsung-li Yamen to begin negotiations through Edwin Dun, American minister at Tokio.
