It being, then, the indubitable right of all bishops, by the canons of the Church, to erect chapters, with an equal authority to them- selves, sede vacaiite, in what respects or relates to the government of the church, [it is evident] that there- fore this chapter, erected by them, must be allowed to have the same unquestionable authority as they had, and, by consequence, jurisdiction too.
