§ 5. At the next general election the legal voters of the city shall elect a commis- sioner to fill out the remainder of the term.

The commissioners shall first meet at a time and place appointed by the council, and organize by the selee- tion of a chairman and clerk, and thereafter the commission shall meet in the city for the transaction of business regfularry once a month, at such time and place as it may provide, and otherwise, as often as it may be deemed necessary and convenient.
