So that, instead of being a band of brothers, united in common cause, and guided by a common interest, the States were every- where secret or open enemies to each other ; and we were on the verge of a border warfare of interminable irritation, and of as in- terminable mischiefs. Such was the state of things in the times of which I have been speaking ; and strong as the coloring may seem to those whose birth is of a later date, it falls far short of a f uU picture of the actual extent of the evi...ls which the details of the facts would jus- tify. It was under these circimistances that the State legislatures were constantly called upon by public clamor and private suf- ferings, to interpose summary remedies to ward off the hard- ships of the times. The people, loaded with debts, and goaded on almost to madness by the thickening calamities, demanded measures of relief of the most extravagant nature. The relations of debtor and creditor, always delicate, became every day more embarrassed and more embarrassing.
