Adams. Mr. Gallatin, and Mr. Clay negotiated a treaty of peace. But this treaty left the right of impressment of seamen just where it was when the war began.
Subsequently, and in the year 1842, another treaty was ne- gotiated at the city of Washington, between Lord Ashburton on the part of Great Britain, and Daniel Webster, Secretary of State of the United States. ...mpressment. But on the 8th day of August, 1842, Mr. Webster addressed a letter to him on this subject. This letter embodied an argument in opposition to the right set up by Great Britain, of such power and ability that its conclusiveness was admitted by the most reliable organs of public opinion in England, and virtually by the British Govern- ment itself.
The rule declared and established in this letter, because it an- nounced that which was demonstrated to be public law, is this ; "In EVERY REGULARLY DOCUMENTED AMERICAN MERCHANT VESSEL, THE CREW WHO NAVIGATE tT WILL FIND THEIR PROTECTION l\ THE FLAG WHICH is 0\ n: THEM.
