The Consul General and Admiral Dewey were very anxious for Aguinaldo to proceed to the Philippines with the understanding that he was to raise the country in favor of Filipino independence- The Consul General told Aguinaldo that he would telegraph to Admiral Dewey what had been agreed to, in order that the Admiral might assist him in the undertaking (25) • Their last conference was on April 28th, the Consul General informing him that he had received a telegram from the Admiral requesting that A...guinaldo repair to Hong Kong at once. On the 26th, he took leave of the Consul General at Singapore. He was informed that he would be met at the entrance of the Hong Kong harbor by a launch from the American squadron to take him privately on board. The Consul General asked Agui- naldo to make him representative of the Filipino nation at Washington, in order to bring about promptly the rec- ognition of the Philippines by the United States (26). On April 27th, Admiral Dewey sailed from Mirs Bay, where he had been lying with his squadron, awaitingthe declaration of war and the arrival of ammunition.
