Generally this seignorage was only sufficient to pay the actual expense incurred in coining. In the regulations respecting the French coinage, passed in the year 1803, as detailed in the Mo- niteur, it was enacted, that no charge was to be made for coining, but the actual expense incurred.* If the mere expense of coining were deducted from our gold coins, which amounts to about fifteen shillings per cent, the rise in the pricie of commodities, and the variation in the rate of exchange, would be... so trifling as not to be an obstacle of serious magnitude to the adoption of the principle. The purity, however, and perfection of the gold money of the British mint has been so long, and so justly * It is also enacted, in the French mint, that the importers of bullion shall pay the expense of refining that portion which is necessary to bring the whole to the standard of the money. At his Majesty's mint this charge is defrayed by the public, and is frequently a very serious expense, sometimes amounting to a fourth, fifth, or sixth part of the whole charge of coinage.
