This last Act established as a temporary measure a new principle by laying down for a period of years minimum rates of wages for a class of labour which was at the same time highly organised and compara- tively well paid according to current standards. This, however, was definitely a piece of emergency legislation passed as a direct result of the Miners' Strike of 1912, and not as an act of deliberate or considered industrial policy. * Jhe Trade Boards Act calls for somewhat longer explanation.... It is modelled upon similar legislation which, first in Victoria and other states of AustraUa and subsequently in many other countries, has been passed with a view to the elimination of the " sweating " system. Under it, Boards partly representative of employers and workers, and partly consisting of " appointed members " nomin- ated by the State, were set up in a number of " sweated " trades, with power to fix minimum rates of wages for the various grades of workers employed. Although the procedure for the fixing and enforcement of minimum rates is exceedingly slow and cumbrous, although the inspection provided is quite inadequate, and although the policy pursued by the Boards has been conservative in the extreme, there is no doubt that the Act has done good work, both in raising the wages of tbe worst-paid workers, especially of the women, and in stimulating Trade Union organisation.
